Yankton's original Primary Treatment Plant was installed in 1964 and underwent major upgrades in 1974 and 1982, with the addition of secondary treatment occurring in 1982. Other major upgrades to the facility were completed from 1999 -2003.

The aging facility has encountered increasing pipe and equipment failures, growing sinkholes, and damage due to recent flood events.  Recent availability of grant funds for wastewater improvement projects have prompted discussion about the future of the facility.
