• Fee = $5 per day
  • Effective 1/1/2025, beer and wine fee is $50/day
  • Effective 1/1/2025, liquor fee is $100/day

• The application forms are available in the City Hall Finance Office
• Any municipality may issue a Special Malt Beverage and/or Wine License in conjunction with special events (see SDCL below).
• This license requires an inspection of the premises by the Building Inspector and Fire Department to ensure that the premises conform to the provisions of Code and other ordinances of the city and the laws of the state. A police check is conducted by our local Police Department, which takes about one week and needs to be done prior to submitting the application to the City Commission.
• An application takes TWO consecutive City Commission meetings unless the applicant is a current alcohol license owner or the event is held on publicly owned property.
  • City Commission Meetings are held the second and fourth Mondays of every month. The first meeting is to set the date of the Public Hearing for the license. The second meeting is the Public Hearing for approval of the license. The applicant should be present at the second meeting in case City Commissioners have any questions.
  • Publicly owned property includes city-owned parks & facilities.
• Deadline for submission of application is at least two weeks prior to the first of the two consecutive City Commission meeting dates when the request will be considered.
• No applicant may be issued more than twenty (20) special event alcoholic beverage licenses per calendar year (per City Ordinance #1080 effective 06/21/2024).

Per SDCL 35-4-124. Any municipality or county may issue:

(1)    A special malt beverage retailers license in conjunction with a special event within the municipality or county to any civic, charitable, educational, fraternal, or veterans organization or any licensee licensed pursuant to § 35-4-111 or subdivision 35-4-2(4), (6), or (16) in addition to any other licenses held by the special events license applicant;

(2)    A special on-sale wine retailers license in conjunction with a special event within the municipality or county to any civic, charitable, educational, fraternal, or veterans organization or any licensee licensed pursuant to § 35-4-111 or subdivision 35-4-2(4), (6), or (12) or any farm winery licensee in addition to any other licenses held by the special events license applicant;

(3)    A special on-sale license in conjunction with a special event within the municipality or county to any civic, charitable, educational, fraternal, or veterans organization or any licensee licensed pursuant to § 35-4-111 or subdivision 35-4-2(4) or (6) in addition to any other licenses held by the special events license applicant;

(4)    A special off-sale package wine dealers license in conjunction with a special event within the municipality or county to any civic, charitable, educational, fraternal, or veterans organization or any licensee licensed pursuant to subdivision 35-4-2(3), (5), or (12) or any farm winery licensee in addition to any other licenses held by the special events license applicant. A special off-sale package wine dealers licensee may only sell wine manufactured by a farm winery licensee;

 (5)    A special off-sale package wine dealers license in conjunction with a special event, conducted pursuant to § 35-4-124.1, within the municipality or county to any civic, charitable, educational, fraternal, or veterans organization;

(6)    A special off-sale package malt beverage dealers license in conjunction with a special event, conducted pursuant to § 35-4-124.1, within the municipality or county to any civic, charitable, educational, fraternal, or veterans organization; or

Any license issued pursuant to this section may be issued for a period of time established by the municipality or county. However, no period of time may exceed fifteen consecutive days. The local governing body shall establish rules to regulate and restrict the operation of the special license, including rules limiting the number of licenses that may be issued to any persons within any calendar year.
